Under the interweaving of dual events, the domestic motorcycle industry is facing a dual test and opportunity of "standardized development and quality improvement".


It is reported that the upcoming May motorcycle regulations will completely change the previous management pattern of "one city, one policy, and vague law enforcement", and focus on promoting a unified standard of "no prohibition, standardized law enforcement, and protection of road rights". The new regulations specify that prohibited road sections must meet the three conditions of "official website publicity, clear national standard no motorcycle signs at intersections, and non full area no traffic". Unpublished and unmarked road sections are allowed to pass motorcycles by default. National and provincial highways are fully open, and county and township roads will no longer implement full area no motorcycle bans. Cities such as Xi'an, Suzhou, and Dalian have taken the lead in relaxing urban traffic restrictions.


In terms of driver's license application and annual inspection, the new regulations are significantly strengthened. The application age for ordinary three wheeled motorcycles (D certificate) and ordinary two wheeled motorcycles (E certificate) has been extended to 18 to 70 years old. There is no age limit for light motorcycles (F certificate), and those over 70 years old can apply by passing the "Three Forces Test"; The cost of obtaining a driver's license has been significantly reduced, with a minimum of around 230 yuan for the entire process, which is almost halved compared to before. The exam content also focuses more on assessing actual cycling safety scenarios. In terms of annual inspection, new cars are exempt from online testing within 6 years, and vehicles between 6 and 10 years only need to be online twice. Motorcycles can be inspected across provinces and regions nationwide without the need for additional authorization procedures, greatly simplifying the process for car owners.


It is worth noting that in response to the rumors circulating on social media about the cancellation of the 13 year mandatory scrapping of motorcycles, many local vehicle management offices have clearly refuted the rumors. The current 13 year mandatory scrapping standard is still being implemented normally, but six provinces including Hubei and Guangdong have taken the lead in piloting the "inspection instead of scrapping" policy. Non operational two wheeled motorcycles can continue to be used after passing professional testing for 13 years. The policy is gradually shifting towards a scientific evaluation system of "vehicle condition+mileage+years". Starting from January 2026, all newly manufactured motorcycles will be required to come standard with ABS anti lock braking system, tire pressure monitoring device, and intelligent light warning system, further enhancing riding safety.


Meanwhile, the domestic motorcycle brand Zhang Xueji has recently been embroiled in a recall scandal. On April 22nd, Zhang Xueche officially announced an emergency recall of 286 units of the 820RR series that were just delivered on April 4th, just 18 days after delivery. It is reported that this recall was due to an assembly error at the production end. The staff installed the pressure relief valve with an O-ring in the opposite direction, which may cause serious faults such as oil leakage and engine scrapping. Currently, some car owners have reported related problems after driving 386 kilometers after picking up the car.


In response to this issue, Zhang Xueji's car has launched a graded after-sales plan: for vehicles with loose pressure relief valves, owners can unconditionally choose a full refund or a free replacement with a new car; Vehicles in stable condition will receive free replacement of standard sealing rings and two exclusive maintenance services.
